Theoretical and policy oriented research in the area of comprehensive human and socio economic development is an important segment of work at Islamic Research and Training Institute, IDB.
The subject matter of Maqasid al-Shariah is broad and can be approached from various angles such as: its historical development, use in ijtihad, identification and classification of maqasid, approaches in identification of maqasid and the differences in those methods etc. Maqasid al-Shariah can also be approached from its applications to various contemporary issues, for example, application of Maqasid al-Shariah in medical ethics, application in law etc.
Earlier workshops on the subject have focused on:
1. Developing a framework towards creation of a Socio-Economic Development Index based on Maqasid al-Shariah tying the theory with observables. It discussed whether this index should be a single dimensional or a multi-dimensional. Should it be in positive terms indicating progress and development or created in reverse negative form as deprivation or lacking index.
2. Exploring the availability of data on the desired variables across a wide range of countries. It explored the data available in public domain.
MAIN ISSUES OF INTEREST FOR THE PRESENT WORKSHOP:
We plan now to discuss and focus on the application of:
1. Maqasid al-Shariah in socio-economic policy making;
2. Gauging the performance and impact of socio-economic polices in the light of fulfilment of Maqasid al-Shariah;
3. Measurement of the socio-economic development in the light of Maqasid al-Shariah.
4. Designing specific survey instruments in order to develop indicators directly relevant to Maqasid al-Shariah. Therefore, we should focus more on grassroots steps to develop MSI. These survey instruments can be developed separately for Muslim and non-Muslim countries, and according to various regions.
5. Analysis of combining subjective and objective measures and thresholds for deprivation evaluation.
CALL FOR PAPERS AND SPECIFIC OBJECTIVES
Papers are invited from individual scholars, research groups as well as institutions on the above subject.
We are interested in all sorts of papers that can lead to creation of a Maqasid al-Shariah based Index of Socio-Economic Development and methods of MSI oriented impact evaluation of socio-economic policies.
The papers can address some or all of the following:
- Clarify or expand the definition and conceptualization of Maqasid al-Shariah as measurable concept and suggest various indicators that tie with one or more objectives of the Shariah.
- Designing specific survey instruments in order to develop indicators directly relevant to Maqasid al-Shariah. These can be survey questionnaires addressing all or few dimensions of Maqasid and presenting the results of a pilot survey on the basis of the designed survey.
- Gauging the performance and impact of socio-economic polices in the light of fulfilment of Maqasid al-Shariah;
- Combining subjective and objective measures and thresholds for deprivation evaluation.
- Evaluate various indicators for measurement of the multi-dimensions of these Maqasid (e.g., how good the indicators as a proxy for the relevant dimension, to what extant there is cross-dimensional overlap etc).
TICKETS AND HOTEL:
IRTI will provide the roundtrip economy class ticket and accommodation for one night to authors of the selected papers. (In case, return flight is not available, the hotel accommodation could be for two nights) [in case of joint authors only one author of each paper will be provided with this facility. IRTI can provide only visa facilitation to other co-authors if needed].
IMPACT, BENEFITS, SERVICE AND PUBLICATION
Through a paper in this seminar the authors would be contributing directly in the efforts to create an appropriate index and policy oriented pioneering work.
The authors will have a chance for their papers to be published in IRTI journal Islamic Economic Studies after the usual refereeing process. They will also be published on the net in IRTI Working Paper Series or in the form of seminar proceedings along with the synopsis of the seminar.
FURTHER INFORMATION ON SCOPE OF THE PAPERS AND FORMATING STYLE
• Apart from the conceptual literature on Maqasid al-Shariah the authors would also benefit from the discussions offered by a vast literature on Multidimensional Poverty Index, Happiness index, and theoretical underpinning papers on the measurement of economic wellbeing.
• Papers may be submitted in MSWord format.
• There is no strict formatting style constraint for the initial submission. However, if the paper is selected the authors would be asked to convert it into the formatting style of Islamic Economic Studies.
